This is the document that stops you needing the rest of this site. It goes out at the START of a job, not when the money is already stuck — and in California it is not a cliff, but skipping it costs you something narrower: part of the claim, your priority against a lender, or the easy proof that you were on the job. One flat fee of $49; you serve it, and your instructions say to whom and by when.
