Conn. Gen. Stat. § 49-9(a) discharges the lien on satisfaction of the debt. Signing it while money is still owed puts a false statement on the public record and gives away the security you filed to protect. If you have been paid part of it, this is not the document you want — talk to a construction attorney about what is.
Where this gets filed: Town Clerk, land records. The land records of the same town clerk the certificate of lien was lodged with under § 49-34. Connecticut records by town, not county.
None for a voluntary release of a satisfied lien. The penalty route in § 49-51 is for an INVALID lien — $100 per week after 30 days from a registered or certified written notice, capped at the greater of $5,000 or actual loss. § 49-8's $200 per week is the mortgage and attachment penalty and does not name mechanic's liens; applying it here is unsettled, not law.
