Pull your stamped copy of the lien — everything on this page is on it. If the details here do not match the instrument on record, the release does not release it, and no one at the counter will catch that for you.
This instrument says the debt is paid.
§§ 429.120, 429.130 RSMo discharges the lien on satisfaction of the debt. Signing it while money is still owed puts a false statement on the public record and gives away the security you filed to protect. If you have been paid part of it, this is not the document you want — talk to a construction attorney about what is.
Where this gets filed: Clerk of the Circuit Court. THE CIRCUIT CLERK, NOT THE RECORDER OF DEEDS. § 429.120 says so in terms, and the lien account was filed there under § 429.080. A release filed with the recorder out of habit has discharged nothing, because the lien lives in the circuit clerk's file.
Ten days "after payment and request" — the clock does not start until the owner asks (§§ 429.120, 429.130). Liability is to any person injured, for the amount of the injury and cost of suit. There is no fixed dollar penalty; the $500 figure that circulates is § 429.016(30), a residential lien-WAIVER penalty on a different trigger.
