49 P.S. § 1704 discharges the lien on satisfaction of the debt. Signing it while money is still owed puts a false statement on the public record and gives away the security you filed to protect. If you have been paid part of it, this is not the document you want — talk to a construction attorney about what is.
Where this gets filed: Prothonotary of the Court of Common Pleas. ENTERED ON THE DOCKET, NOT RECORDED. The claim was filed with the prothonotary under § 502(a)(1), and satisfaction is entered on that same docket. A Pennsylvania mechanics lien claim never touches the recorder of deeds, so neither does its satisfaction. Where the improvement lies in more than one county the claim may have been filed in several — § 502(b) makes each filing effective only as to the part of the property in that county — so satisfaction has to be entered in each one.
Thirty days after a WRITTEN REQUEST to satisfy — not from payment. On failure the court may, on petition of any party in interest, order the claim satisfied and impose a penalty "in such sum as the court shall determine to be just," capped at the amount of the claim. No automatic figure and no fee-shifting.
