This instrument says the debt is paid.

RCW 60.04.071 discharges the lien on satisfaction of the debt. Signing it while money is still owed puts a false statement on the public record and gives away the security you filed to protect. If you have been paid part of it, this is not the document you want — talk to a construction attorney about what is.

Where this gets filed: County Auditor. RCW 60.04.071 directs you only to DELIVER the release to the person making payment and names no office. To clear the record it must be recorded with the county auditor, where the notice of claim of lien was recorded under RCW 60.04.091 and 60.04.111.

"Immediately" upon payment and acceptance and DEMAND of the owner or person making payment — no day count and no dollar figure. The penalty is fee-shifting only: in a suit to compel delivery where the court finds the delay unjustified it shall award costs, reasonable attorneys' fees and any damages (RCW 60.04.071).
